This grading plan of 19 acre site  is missing one key element: Elevations of existing contours. To make things worse the existing spot elevations are for the most part not readable.

This only looks like a typical roadway cross section. What is not typical is the number of different cross slopes across the 33' road. If you punch the numbers working from left to right, here is what you get:
7.1 lf at 2.6%,   7.1 lf @ 0.58%,   2.5 lf @ -0.83%,   7.1 lf @ -2.0% and   9.6 lf @ -1.5%. 
Five different cross slopes on one 33' cross section ???? Not only this design is totally ridicules but it also can not be accomplished. There are very few pavers that can pave 7.1 lf wide and there are no pavers which could pave 2.5' wide. This is a classic example of an engineer who has no idea how the work is done.
