Specifications, section entitled Engineering Control reads:

The enumeration in the contract documents of particular instances in which the opinion, judgment or direction of the Township Engineer shall control the work, or which work shall be performed to the satisfaction, approval or inspection of the Township Engineer, shall not imply that only matters similar to those enumerated shall be so governed and performed under the control of the Township Engineer.

Section GC 5-04 B on Page 5-2 Roadway Excavation Unclassified - Payment reads:

"The quantity of Roadway Excavation Unclassified for which payment will be made will be the total surface course area of the roadway or shoulder actually removed as directed, measured in a horizontal plan in cubic yards."

Say What? How do you measure excavation and horizontal plan in cubic yards?

Section 7A,5 Net Cost on page 35 reads:

"(5)For rental for equipment (excluding non-power hand tools) or construction aids (such as scaffolds, ladders, stairs, ramps, runways, platforms, railings, chutes and other such facilities) whether owned or not owned by the Contractor, or a subcontractor, an amount computed pursuant to the clause herein entitled  "Computation of Rental for Construction Equipment", for equipment actually and necessarily used by the Contractor or a subcontractor, approved by the Authority as required by the clause hereof entitled "Approvals of Subcontractors, Purchases, Rentals and Sales" for the performance of the Work required hereunder."

2. Borough of Sayreville NJ. 1998 Roadway Paving and Reconstruction, Phase III. Bid Date 10/12/99 Engineer: CME Associates, Parlin NJ

Section 2R - Stone And Bankrun Sand And Gravel reads:

"Payment for items such as underdrain and storm sewer that specifically includes stone or bankrun sand and gravel as a component of that item shall be included for payment in the item that requires same."
